No person shall establish or maintain privies, cesspools and private sewers on premises in the City accessible to the public sanitary sewers.
No cesspool or underground receptacle for fill shall be maintained, erected, built or allowed on any lot or premises abutting on any street in which a public sewer is laid, but proper water closets, latrines or some means approved by the Board of Health shall be provided which shall discharge into such sewer. No such water closets or latrines shall be allowed unless provided with a flow of water sufficient to wash all filth into the public sewer.
In streets in which a public sewer shall hereafter be laid, all vaults or cesspools maintained or existing on such streets, shall, within six months after the completion of such sewer, be emptied and then filled with fresh earth, and thereafter shall not be used as a receptacle for filth of any kind.
