All driveways, culverts and inlet and outlet ditches shall be maintained and kept free of obstruction by the owner. In the event of a violation of this section the Safety-Service Director shall cause written notice of such violation to be served upon the property owner in the manner required by law, giving the owner fifteen days to remedy such violation, before instituting proceedings hereunder.
