All curb or curbing cut away and no longer used as a means of access to a premises shall be reconstructed by the Street Department of the City, under the supervision of the City Engineer, at the sole cost of the owner of the premises abutting thereon. The City shall receive as compensation from the owner for its labor, materials and equipment provided on the job those sums allowed by Chapter 951 of the Codified Ordinances.
