907.03 PERMIT LIMITATIONS.
   The Director of Public Safety and Service shall not issue any access permit in excess of twenty feet in length in any area zoned residential; nor shall he issue any access permit in excess of thirty-five feet in length in any area zoned commercial or manufacturing; provided, however, that access permits in alleys may be issued for the length of any existing garage or other off-street parking structure or area. In addition to the length of the access cuts set forth herein the Director may allow a flare not to exceed four feet in length on either side of an access cut where the creation of an appropriate turning radius so requires. The Director shall not issue more than two access cuts for an area zoned residential; nor shall he issue access permits for more than two access cuts per 100 feet of public property or street frontage for areas zoned commercial or manufacturing. No access cut of any kind shall be permitted within thirty feet of an intersection. The Director shall not issue any permit for an access that endangers the safety of the public. When the Director makes such a determination he shall within ten days submit the permit application to Council for review accompanied by his written recommendation, whereupon Council shall take final action with respect to the application after written notice to the permit applicant of the time and place where Council shall take such action.
