(a) No person shall construct or maintain in or upon any street or other public place in the City any steps, building, cellar door or cellarway, or construct or maintain any jut window, porch or waterspout which shall project over the line of the street.
(b) No person shall construct or maintain any steps, stairs or other means of descent from the second or upper story of any building, projecting beyond the line of a street or other public place, without first obtaining a permit from the Director of Public Safety and Service and the consent in writing of two-thirds of the property owners in the block having the same frontage with the building from which such stairs, steps or other means of descent shall be constructed.
