All streets, alleys and storm sewers constructed within the City shall conform to the
following:
(a) All plans and profiles of streets, alleys and storm sewers shall be prepared in a manner acceptable to the Director of Public Safety and Service and the City Engineer. Plans must include provisions to meet United States Environmental Protection Agency (EPA) requirements for storm water discharge from construction activities.
(b) Plans shall show the name of the subdivision, the owner's name and acreage, if not subdivided, street and lot lines, ground elevations along the center line of the street, finished grade line and elevations along the center line of the street, grade lines and elevations of storm sewers and culverts, and the type and location of manholes and catch basins. The cross sections shall show the completed section and the amount of excavation and embankment. The first sheet will be a plain sheet containing the title, index and location plan, and the completed plans shall show all the data required for the proper construction of the streets and storm sewers or alleys and storm sewers.
(c) The plans shall provide for the approval of the City Engineer, City Planning Commission, Director of Public Safety and Service and the Mayor. These approvals shall appear on the title sheet or the first sheet of the plans.
(d) Where a one-course plain concrete pavement with integral curb is used, all materials and the construction method used shall conform to the State of Ohio Department of Highways Construction and Material Specifications.
(e) A crushed aggregate base course shall be placed in two courses upon Bi-Directional Geogrid BX1200 or equal: the first course shall have a uniform thickness of three inches after compaction and the second course shall have a uniform thickness of three inches after compaction. All materials and the construction methods used shall conform to the State of Ohio Department of Highways Specifications. The width and thickness of the section and type of combined concrete curb and gutter shall be determined by the City Engineer and approved by the Director of Public Safety and Service.
(g) A combination concrete curb and gutter shall be placed on each side of the paved portion of the street. Construction methods and materials for the combination curb and gutter shall conform to the State of Ohio Department of Highways Construction and Material Specifications. It shall be the prerogative of the City Engineer and the Director of Public Safety and Service as to the locations where combined concrete curb and gutter may be omitted.
(h) Storm sewers shall be constructed according to Subdivision Regulations Section 1143.09. The size of all storm sewers shall be determined by the City Engineer and the minimum size shall be twelve inches in diameter.
(i) Any extension or attachment to a City storm sewer where the existing drainage way to be extended or attached, is outside of an existing street right-of-way and consists of an open ditch, paved gutter, or other similar open system, shall be approved by the Director of Public Safety and Service and the City Engineer, before such extension or attachment occurs. Approval shall be with regard to diameter, length, locations, type of conduit and such other matters as the Director of Public Safety and Service and the City Engineer deem appropriate for the efficient, economic and safe operation of the City's storm drainage system. Installation and maintenance of such extensions or attachments shall be the sole responsibility and at the sole cost of the property owner.
