The Clerk of Council is hereby authorized and directed to provide at least twenty-four hours advance notice of the time, place and purpose of all special meetings to any news media requesting such notification. Any news media requesting such notification of special meetings shall do so in letter form directed to the Clerk of Council and specifying one principal and one alternate telephone number to be used in the event of such notification. As provided by Ohio R.C. 121.22, this section shall not be applicable in the event of an emergency requiring immediate official action.
