Twice annually the Chief of Police shall inspect every junk yard located within the City corporation lines and for which a license has been issued under this chapter in order to obtain information with regard to whether the licensee's business has been and is being conducted in accordance with the fence requirements of this chapter and Ohio R. C. Chapter 4737. The Chief shall submit a written report of such information to the City Solicitor.
The Chief shall, for the purpose of this examination, have free access to the grounds and buildings used in the conducting of the junk yard business by the licensee, with inspections to be made at any time at the option of the Chief during the regular work hours of licensee or within the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday.
