Any fence constructed under Ohio R.C. Chapter 4737, pertaining to junk yards within 1,000 feet of the nearest edge of the interstate or primary highway or any fence constructed required by this chapter for any junk yard within the City not within 1,000 feet of the nearest right of way of an interstate or primary highway shall be neatly constructed, completely painted, shall be nontransparent, shall be at all times kept in good order and repair and no advertisement shall be permitted to be placed thereon other than the name of the person under whose name the license has been issued and the nature of the business conducted therein.
