The Clerk of Council is hereby authorized and directed upon the receipt of five dollars ($5.00) and ten stamped, self-addressed envelopes from any person to provide that person with three days advance notification of the time and place of any meeting at which any type of specified public business is to be discussed. The public business for which notification is requested shall be clearly stated in a letter accompanying the fee and envelopes tendered to the Clerk. When the envelopes are exhausted a new fee and envelopes shall be required in order for notification to continue.
