It is the intention of this chapter to regulate junk yards and the licensing thereof in conformity with the specific intentions of Ohio R.C. Chapter 4737, concerning junk yards maintained and operated adjacent to the interstate highway or primary highway systems within 1,000 feet of the nearest edge of the right of way of the interstate or primary highway system, and in addition, to provide for the regulation and licensing of all other junk yards wherever located within the City. The intention of this chapter with respect to junk yards within the City limits situated other than within 1,000 feet of the nearest edge of the right of way of the interstate or primary highway shall be interpreted as identically consistent with the purposes and intentions of the licensing and regulation of junk yards as dictated by Ohio R.C. Chapter 4737.
