No person, corporation or individual officers of a corporation shall operate and maintain a junk yard adjacent to the interstate or primary highway systems within the City, pursuant-to Ohio R.C. 4737.06, or any other location within the City without first obtaining a license to maintain the same from the Mayor.
No license shall be issued to any person, corporation or individual officers of a corporation unless the junk yard is surrounded by:
(a) A fence, with fence defined as meaning a barrier of at least six feet in height, constructed of nontransparent material and maintained so as to obscure the junk from the ordinary view of persons passing upon those highways covered by Ohio R.C. 4737.05 to 4737.99 inclusive, or any other adjacent street not designated as an interstate or primary highway system; or
(b) Suitable planting of trees or shrubs which shall, after planting, provide an equally sufficient barrier of at least six feet in height obscuring the junk from the ordinary view of persons passing upon those State highways constituting interstate or primary highway systems, within the definitions contained in Ohio R.C. 4737.05, or any other City street within the Municipality from which one can view the junk yard; or
(c) If the junk yard is screened from view of the streets or highways by natural objects in such a manner as to provide the same obscurity as would the planting of trees or the erection of fences, the junk yard shall not be required to be surrounded by a fence or by the planting of trees.
