(a) No driver or operator of any taxicab operated under franchise or license of the City, except under the circumstances hereinafter stated and then only with the consent of the first party engaging the taxicab, shall accept other parties for transportation in the same taxicab to different destinations in the same general direction as that for which it shall have been engaged by the first party.
(b) Group riding shall be permitted only during the periods of abnormal demand due to inclement weather, to unexpectedly heavy traffic at public institutions and industrial plants and to or from the assemblage of large crowds at convention halls, stadiums, arenas or other places of large public assemblage.
(c) Under no circumstances will passengers be picked up on a group riding basis elsewhere than at the point of origin of a trip. Group riding shall not be available at any time and place if there are on hand at such time and place sufficient taxicabs to accommodate all persons then and there awaiting transportation.
(d) When, in accordance with the foregoing, group riding is used, the party first alighting shall pay the fare according to the currently authorized rate of fare, whereupon the taximeter shall be cleared and restarted. The second party alighting shall pay such fare as if his point of origin had been at the point where the taximeter was last cleared, and such procedure shall be repeated until all passengers shall have alighted.
