(a) Each applicant for a taxicab operator's license shall, if an individual, present himself in person to the Chief of Police for examination as to his qualifications. If the applicant is a partnership, each partner, and if the applicant is a corporation, its President, shall so present himself for such examination.
(b) If the Chief of Police, after such examination, is satisfied that an applicant possesses the required qualifications, he shall issue an order in writing, directed to the Director of Public Safety and Service, certifying to the applicant's qualifications as demonstrated by the examination and recommending that the Director issue a taxicab operator's license to the applicant upon payment of the required license fee and execution of the required liability insurance.
