725.13 OPERATOR'S LICENSE REQUIRED; DIRECTOR OF PUBLIC SAFETY AND SERVICE TO GRANT.

No person shall engage in the business of operating one or more taxicabs for passenger hire within the City without first procuring, or renewing and maintaining in full force and effect, a taxicab operator's license. Such license shall be granted by the Director of Public Safety and Service.
