A fullface photograph of the applicant for a driver's license, at least two inches by three inches and made during the calendar year in which his application is made, shall be filed by the applicant with the Director of Public Safety and Service and a duplicate copy of such photograph shall be constantly posted in a conspicuous place in his taxicab while he is driving. His license shall also contain his photograph.
