(a) Each applicant shall be examined by the Chief of Police, or by his designee, as to the applicant's knowledge of the City and of the Traffic Code. The applicant, in each instance, shall also be examined by the Chief as to his criminal record, if any.
(b) If, upon checking the record of any applicant for an original license or for a renewal of license, the Chief finds that such applicant has been convicted of any offense reflecting upon his good moral character within five years immediately preceding his application, then the Chief shall refer such application to the Director of Public Safety and Service and it shall be at the sole discretion of the Director to approve or disapprove such application.
