(a) An applicant for a taxicab driver's license shall be able to speak and read the English language, shall be eighteen or more years of age, shall have good eyesight and hearing and sound physique, shall have a working knowledge of the traffic laws and rules of the State and the City, shall be competent to drive a motor vehicle upon the streets of the City and shall be of good moral character, as evidenced by the absence of convictions for any theft offense, drug offense, sex offense or felony as defined in the Ohio Revised Code. The qualifications for eyesight shall be:
(1) Vision, either with or without lens correction, of not less than 20/40 with either eye;
(2) Normal color vision; and
(3) Fields of vision for motion of at least ninety degrees temporal ward.
(b) Eyesight qualifications shall be supported by a certificate from a licensed optometrist or ophthalmologist; the qualifications for hearing and physique shall be supported by a certificate from a licensed physician and the qualification of moral character shall be supported by the affidavits of two reputable local citizens.
