(a) There is hereby established the position of Clerk of Council pro tem to be appointed by the President of Council at such times of temporary absence of the Clerk of Council due to reasons of health or other temporary types of disability.
(b) The Clerk pro tem shall perform all the regular duties of the Clerk of Council as prescribed in Section 123.01.
