It shall be a violation of this chapter for any person other than the authorized recycling collection contractor, authorized personnel of the Department of Public Service or the resident to collect, pick up, or cause to be collected or picked up recyclable materials from residential units. Each such collection in violation hereof whether from one or more residences during such period shall constitute a separate and distinct offense.
