Any person having accumulation of dead trees, tree limbs, bricks, concrete, plaster, wood, sand, shingles or any refuse from the construction, remodeling or repairing of dwellings, buildings or grounds may remove the same by his or their own mode of transportation or by separate agreement with a private contractor.
