Such garbage and rubbish receptacles shall be kept at the rear of the dwelling or establishment, unless otherwise approved by the Board of Health, and in a place most convenient for the collection crew. Receptacles may be placed on the tree lawn of the public street where deemed appropriate for the purpose of collection. No receptacle is permitted to remain on the tree lawn of the public street for a period longer than twenty-four hours after the pickup and removal of the refuse contained therein.
