§ 112.38 APPEALS.
   (A)   Whenever the Mayor refuses to authorize a public vehicle license, or whenever the Mayor has suspended or revoked a public vehicle license, the applicant, within ten days after receiving notice of such denial, suspension, or revocation may appeal to the Council. Council may either consider the appeal on evidence produced before the Mayor or permit the introduction of new evidence, inspections, and tests. The decision of Council shall be final.
   (B)   When the Mayor refuses a license on the grounds of public necessity and convenience, the applicant, within ten days after receiving notice of refusal, may appeal to Council. Council may consider the appeal on evidence produced before the Mayor, or permit the introduction of new evidence, inspections, and tests. The decision of Council shall be final.
