The Mayor shall investigate each license application for a funeral car or driverless auto-for- hire, and if the Mayor finds the applicant is the owner of the vehicle for which the license is desired, and that such vehicle is a safe and fit conveyance, the Mayor shall issue a license to the applicant on payment of the license fee and the furnishings of bond or insurance required.
