If any trees obstruct street lamp reflection, the Mayor shall notify the owner of the premises on which the trees stand to trim the same in a manner specified in the notice. If the owner refuses or neglects to comply with the notice, the Mayor shall order the trees trimmed. The owner neglecting or refusing the notice shall pay the trimming costs and an additional fee as established by Council for each tree the owner was notified to trim.
