No owner, lessee, or occupant of any premises shall permit bushes or branches of trees to extend from the premises over a sidewalk at a height of less than eight feet, or over a roadway at a height of less than 12 feet. These heights may be increased by written order of the Mayor served on the owner, lessee, or occupant of property in particular locations, in order to promote effective street lighting.
