§ 96.04 ACTS REQUIRING PERMITS.
   Unlawful acts or operations affecting street trees or plants, except when performed in accordance with the terms of a permit issued by the Mayor, are:
   (A)   Planting new trees or plants.
   (B)   Pruning, trimming, or topping.
   (C)   Removing or transplanting.
