(A) For the purpose of this subchapter,
STREET TREE and STREET PLANT shall mean trees or plants located within the limits of a public street or other public way, including the area between the property line and the curb or gutter, hereinafter designated as the sidewalk area.
(B) The Mayor shall control supervision of planting, care, and protection of all street trees and plants.
