§ 30.12 PUBLIC PURPOSE EXPENDITURES.
   (A)   (1)   Public funds may be used for the purchase of gifts, plaques, and honorary items which cost less than $75, if such expenditures serve a public purpose for the village.
      (2)   Expenditures of this type must be approved by the Mayor, Chairperson of the Finance Committee, and a majority of Council before payment is made.
   (B)   (1)   Public purpose shall include expenditures for the public health, safety, general welfare, and the contentment of the inhabitants within the village.
      (2)   Public purpose is further defined in state case law and relevant opinions.
