The Village Council, upon receipt of the report of the Village Fiscal Officer, shall, within 21 days after receipt of such notice from the Village Fiscal Officer, take such action as is provided by law to require the reconstruction, replacements, and repair of the sidewalk in the municipal corporation as it deems necessary and in conformity with R.C. §§ 729.01 et seq. (including having the work done). The village shall charge and collect from the property owner the cost of the work plus administrative charges incident thereto.
