In construction, repair, and maintenance of sidewalks and driveways of lots or lands abutting any public ways within the village, shall be the responsibility of and shall be done at the expense of the owner of the property on which the sidewalk or driveway abuts wherein such improvements and maintenance may be required to be made or done.
