The Building Commissioner is authorized on application of any civic or patriotic society, or of any property owner, to grant a permit or permits to install one or more metal flagpole sockets in the sidewalk of any street. Such flagpole sockets shall not be less than 12 inches from the curb line and not less than 25 feet apart unless an obstruction or other difficulty renders such restrictions impracticable. Installation of such flagpole sockets and the use of the same after installation shall be under the direction and subject to the approval of the Building Commissioner.
