Whenever reconstruction of a sidewalk shall be necessary for a property owner to remove, repair, or readjust, in whole or in part, a building encroachment, to conform to such improvement, the Mayor shall notify the owner of the property to which the encroachment is appurtenant to make such removal or changes as shall conform to the proposed improvement and comply with the laws of the state and the ordinances of the village.
