§ 53.05 ALLEY SIDEWALK OPENINGS.
   All alley sidewalk openings shall have their own enclosing walls. No part of the construction of any such opening shall extend nearer than four feet and four and one-half inches to the center line of the alley nor within six inches of the curb line nor, in any event, under the traveled roadway. Every alley sidewalk opening shall have an incombustible structural cover of pattern approved by the Building Commissioner and designed to carry not less than 500 pounds per square foot or 8,000 pounds concentrated, whichever gives the larger moment and/or shear. Covers shall be flush with the paving. When a cover is removed, it shall be the duty of the person for whose use it was opened to protect the public by approved guards or barricades. Alley sidewalk openings shall be closed at all times except when used for delivery or receiving purposes, at which times they shall be kept open no loner than reasonably necessary.
