§ 53.04 STREET SIDEWALK OPENINGS.
   Openings in street sidewalks shall not extend more than four feet, six inches from the property line, except that openings not exceeding four feet in any dimension may be located not less than three feet nor more than seven feet from the curb. No opening shall be placed within 15 feet of any other opening nor within five feet of any side lot line extended. Each opening shall have an incombustible structural cover of pattern approved by the Building Commissioner and designed to carry not less than 250 pounds per square foot. Covers shall be flush with the paving surface. When a cover is removed, it shall be the duty of the person for whose use it was opened to protect the public by approved guards or barricades. Sidewalk openings shall be covered at all times except when open for delivery or receiving purposes, at which times they shall be kept open no longer than reasonably necessary. Street sidewalk openings shall be located so as to allow not less than three and one- half feet of clear sidewalk space for pedestrian traffic when openings are uncovered.
