On all streets or alleys, footings of buildings may project beyond the street property line, in accordance with the following conditions:
(A) No part of such footing shall project beyond the vertical plane of the curb line, or if there is no curb, no part of such footing shall project more than three feet beyond the abutting lot line; and
(B) No such projection shall be less than five feet below the established grade.
