§ 51.12 TRANSPORTING AND UNLOADING WASTES.
   (A)   All loose waste paper, rags, and other waste material of such kind as to be blown about by wind, or otherwise scattered, must be hauled in a manner as not to litter streets.
   (B)   Materials shall not be unloaded along public streets or sidewalks except in bags, boxes, bales, or other suitable containers.
