If the village levies charges for the use of public sewers, based on consumption of water, the owner of any premises from which water is discharged from commercial wells into village sewers shall meter the flow of the well water and pay sewer service charges to the village on the basis of such measured use, or, alternately, shall pay the charges on the basis of the quantity of well water flow as estimated by the proper village official.
