Wherever, in the case of commercial wells heretofore installed, the water taken from it is discharged into public sewers, the owner of the premises on which or for which such well is maintained shall pay the village any expenses incurred by it for the removal of sand, gravel, or other material deposited in village sewers from any such well. No contaminated water or water containing anything other than water shall be discharged into sewers.
