Any property owner desiring to fill or partially fill a tract of land owned by him or her may, before making the fill, apply to the Mayor for a permit authorizing the same to be made, stating in the application the location of the tract and the nature and dimension of the fill proposed. If the Mayor is satisfied the proposed fill will not interfere with adequate drainage for the area to be filled, and will not obstruct or interfere with lawfully existing sewerage or drainage, public or private, or cause ponds of stagnant water to form, the Mayor shall issue a permit authorizing the fill. No fee shall be charged for the permit.
