(A) A Planning Commission is created and shall consist of seven members; the Mayor, one member of Council to be selected by the Council and five citizens of the village to be appointed by the Mayor for the term as prescribed by law. It is recommended that one of the five citizens be an architect.
(B) The powers and duties of the Planning Commission shall be to frame and adopt a plan to district the village into zones and to control and regulate the height, design, and location of buildings and other structures and the uses thereof in those zones or districts.
