(A) The approved cluster housing community development subdivision plat must be signed by the Commission within one year of its approval. Any changes made to the plat must follow the procedure specified in §§ 153.040 et seq. for replats.
(B) Each stage of a cluster housing community development must be so designed so as to stand independently of all future related stages, in the event future stages are not constructed. The construction and provision of all of the common open spaces and recreational facilities which are shown on the final development plan must proceed at the same rate as the construction of the dwelling units.
