   (C)   When natural drainage channels intersect any street right-of-way, it shall be the responsibility of the subdivider to have satisfactory bridge or culverts designed to the county engineer's specifications.
   (D)   Pipe culverts shall be placed under all driveways where the street design provides for an open ditch.
   (E)   Where the street design provides for an open ditch, the ditch shall be satisfactorily constructed to drain stormwater.
