(A) The subdivider shall design and construct improvements at least to the standards and specifications outlined in these regulations.
(B) However, the Commission may reasonably modify the standards and specifications in cases of unusual or exceptional conditions.
(C) The minimum requirements for material and construction procedures shall be in conformance with the standards of the current volume of Construction and Material Specifications of the Ohio Department of Transportation and with the requirements of the Ohio Department of Health and Ohio Environmental Protection Agency and the Ottawa County sanitary engineer.
