The subdivider, having received the approval of the preliminary plat and obtained the necessary signature from the Commission, shall submit the final plat of the subdivision along with the required drawings and specifications of improvements. The final plat shall incorporate all changes in the preliminary plat as required by the Commission. Otherwise, it shall conform to the preliminary plat; and it shall constitute only that portion of the approved preliminary plat which the subdivider proposes to record and develop at the time. The final plat shall be prepared by a qualified registered surveyor and the construction improvements by a qualified registered engineer.
