No change in the use of the submerged lands or coastal area or structures located thereon, and no alteration, change, construction, addition or expansion of a structure on submerged land or in the coastal area shall be made until, upon application to the Zoning Administrator of the village, a waterfront permit is issued authorizing such change, alteration, addition or expansion.
