This chapter is enacted for the purpose of promoting the public health, peace, safety, morals, comfort; convenience and general welfare; to preserve, protect, develop, restore, or enhance the resources of the coastal area and to ensure wise use of the land and water resources of the coastal area, giving attention to natural, cultural, historic, present established uses and aesthetic values; agricultural, recreational, energy and economic needs; the national interest and the management of coastal development and redevelopment.
