(A) Upon receipt of an application properly filed with the village and upon payment of the nonrefundable application fee, the Chief of Police shall immediately stamp the application as received and shall immediately thereafter evaluate the application in accordance with his or her responsibilities under law and as set forth in this chapter.
(B) All duties under this chapter may be assigned by the responsible party to a designee but the designee may not be a person assigned to review decisions made by the responsible party.
