§ 93.02 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   GARBAGE. All food waste, trash and rubbish, and all putrescible wastes, except wastes of the human body and other water carried wastes. GARBAGE shall include all vegetable and animal remains resulting from the handling, preparation and cooking or consumption of foods. Any containers that have contained food or liquids for consumption by humans or other beings shall also be classified as garbage.
   INOPERABLE EQUIPMENT. Any apparatus, tractor, construction equipment, or excavation equipment, the condition of which is wrecked, dismantled and/or partially dismantled whereby it is incapable of operation and/or use under its own power; from which the wheels, tracks, engine, transmission and/or any other substantial parts thereof have been removed.
   INOPERABLE MOTOR VEHICLE. Any motor vehicle, the condition of which is wrecked, dismantled and/or partially dismantled whereby it is incapable of operation and/or use under its own power; from which the wheels, engine, transmission and/or any other substantial part thereof has been removed; and/or upon which there is not affixed valid evidence of current registration as required by applicable laws of the state.
   JUNK. All scrapped and worn out materials, including, but not limited to, old or scrap copper, brass, rope, rags, batteries, paper, rubber, pipe, old or scrap iron, steel or other ferrous or non-ferrous materials which are not held for sale for re-melting purposes by an establishment having facilities for processing such materials.
   JUNK MOTOR VEHICLES. A discarded, dismantled, wrecked, scrapped or ruined motor vehicle or parts thereof, an unregistered motor home not connected to water and/or sewer, or a vehicle other than on-premise utility vehicle which is allowed to remain unregistered for a period of 30 days from the date of discovery.
   LITTER. Includes refuse, junk, garbage and junk motor vehicles.
   MOTOR VEHICLE. The same meaning set forth in Ohio R.C. § 4501.01(B) or any successor thereof or amendment thereto.
   NOXIOUS WEEDS AND GRASSES. Vegetation which is about to spread or mature, has seeds, or has grown to a height of eight inches or more.
   PREMISES. A lot, parcel or plot of land, including the buildings or structures thereon.
   REFUSE.
      (1)   Any discarded or rejected as useless items including but not limited to ashes, crockery, bottles, cans (plastic, glass or metal), paper and other wood products, boxes, rags, grass clippings and other cut vegetation; old or discarded clothing, bedding, mattresses, furniture, appliances, tools, dirt, nails, pieces of glass; cartons, used lumber, wooden skids or pallets or their parts, broken plaster or drywall, concrete, bricks or blocks, barrels, broken or abandoned lawn or household furniture or components, shingles, tires, or any other vehicle part or accessory, garbage cans not used for weekly trash pick-up, or any other substance or material that may result in undesirable or blighted neighborhoods or threaten public safety, health or welfare. Logs, branches or other scrap wood used for heating purposes may remain, so long as it is neatly stacked, is not scattered, and does not become offensive by reason of odors, insects, rodents or other nuisance wildlife.
      (2)   Building material may be stored outside of a building, provided it is used for a legally operated business, a valid building permit has been obtained and the supplies that are stored would be used for the building of the issued permit. Building supplies must be screened from view of all adjacent properties, public or private right-of-ways and be in compliance with fire codes.
   WRECKED MOTOR VEHICLE. Any motor vehicle which is wrecked, dismantled or partially dismantled whereby it is incapable of operation by its own power, or from which the wheels, engine, transmission and/or any other substantial parts thereof have been removed.
