(A) Creation.
(1) A Board of Review, consisting of a Chairperson and two other individuals who are not serving in an elected position with the village each to be appointed by the Mayor of the Village of Marblehead and approved by Village Council, is hereby created.
(2) The Board shall adopt its own procedural rules and shall keep a record of its transactions.
(3) Any hearings by the Board shall be conducted according to the Ohio Open Meetings Law.
(B) Board duties.
(1) The Board shall hear and pass on appeals from any ruling or decision of the Fiscal Officer, and at the request of the operator, person, or Fiscal Officer, is empowered to substitute alternate methods of allocation.
(2) The Board shall, in hearing, have jurisdiction to affirm, reverse or modify any such ruling or decision, or any part thereof.
